Eligibility & Steps With
New Castle County

To participate in the Blenheim Cornerstone Initiative, buyers must meet the New Castle County requirements and complete the application process. Here’s how to find out if you’re eligible: 

1. Confirm Income Eligibility
All information regarding New Castle County’s requirements and income eligibility for The Blenheim Cornerstone Initiative can be found here: New Castle County’s MPDU Program.
2. Submit Your Application
If your household meets the county income limits, complete the MPDU application located on the New Castle County MPDU website.

3.Complete HUD-Approved Housing Counseling
All applicants must finish counseling with a recognized HUD-approved agency and submit the completion certificate to New Castle County.

Next Steps With Blenheim

Once all county requirements are met, buyers will continue the process directly with Blenheim:

  • Mortgage Pre-Approval required before signing an Agreement of Sale
  • Mortgage Application must be completed within 7 days of signing
  • Mortgage Commitment must be obtained within 30 days
  • Buyer responsible for closing costs at settlement.
